Outlook rules not working in classic Outlook? Here's the fix

If your carefully built rules have quietly stopped sorting mail, there are only a handful of likely causes: the rule got switched off, it's a "client-only" rule that only runs while Outlook is open, you've hit Outlook's hidden rules-size limit, or two rules are fighting each other. First things to check

The four reasons classic Outlook rules stop running

Before you rebuild anything, it's worth knowing the usual suspects — the fix is almost always one of these:

  • The rule is switched off. Rules have a tick box; if it's cleared, the rule sits there doing nothing. Easy to knock off by accident.
  • It's a "client-only" rule. If a rule's action is something only your PC can do — play a sound, show a desktop alert, run a script, or move mail to a local (PST) folder — Outlook tags it (client-only). Those rules only run while classic Outlook is actually open on that computer, so mail arriving overnight or on your phone isn't touched.
  • You've hit the rules size limit. Exchange and Microsoft 365 store all your rules in one hidden mailbox item, capped by default at the maximum of about 256 KB. Importantly, only your enabled rules count toward that total — disabled ones don't. Go over the limit and Outlook silently deactivates rules or refuses to save new ones — often with "One or more rules could not be uploaded to Exchange and have been deactivated."
  • Duplicate or conflicting rules. If an earlier rule moves or deletes a message (and is set to "stop processing more rules"), later rules never get a look-in.

Get your rules running again

Work through the checks below in order — most people find the problem within the first two. Everything here is done from File > Manage Rules & Alerts in classic Outlook for Windows (you can also reach it from the ribbon: Home tab > Rules > Manage Rules & Alerts).

  • Nothing is deleted permanently by these steps — you're turning rules on, renaming them, or removing ones you no longer need.
  • If you rely on a rule that must run even when your PC is off (for example, filing mail that also arrives on your phone), rebuild it using only server-side actions — the key one being "move to a folder within your mailbox" — so it isn't client-only.

When a rule just won't behave

Recreate a stubborn rule from scratch

Occasionally a single rule becomes corrupted and no amount of toggling fixes it. The reliable cure is to delete that one rule and build it again from a clean slate. Note down its conditions and actions first, delete the old rule in Manage Rules & Alerts, then use New Rule to recreate it. A freshly built rule almost always behaves.

While you're in there, it's a good moment to prune: delete rules for former colleagues, dead projects and old senders, and give the survivors short names. That keeps you well under the 256 KB quota so rules stop mysteriously switching themselves off. What does "client-only" mean on an Outlook rule?

It means the rule can only run on that specific PC while classic Outlook is open. Outlook marks a rule client-only when its action is something the server can't do on its own — play a sound, show a desktop alert, run a script, or move mail to a local PST folder. If you need a rule to run around the clock (including on mail that also lands on your phone), rebuild it using server-side actions like "move to a folder within your mailbox" instead.

Why do my Outlook rules keep turning themselves off?

Usually because you've hit the rules size limit. Exchange and Microsoft 365 keep all your enabled rules in a single hidden item capped at roughly 256 KB (disabled rules don't count toward it), and once you exceed it Outlook quietly deactivates rules. The fix is to delete rules you no longer use, combine similar ones, and give rules shorter names to shrink the total size.

How do I make a rule apply to emails already in my inbox?

Rules normally only act on new mail as it arrives. To apply one to messages already sitting in a folder, open File > Manage Rules & Alerts, click Run Rules Now, tick the rule you want, choose the folder to run it against, and click Run Now. That processes the existing messages. (This Run Rules Now option is only in classic Outlook — new Outlook and the web don't have it.)

Where is Manage Rules & Alerts in classic Outlook?

Two ways: click File and then Manage Rules & Alerts, or on the Home tab click Rules and then Manage Rules & Alerts. Both open the same window where you can turn rules on or off, edit them, run them now, and delete old ones.

Why does one rule work but the one after it doesn't?

Usually because an earlier rule is set to "stop processing more rules" (or it moves/deletes the message), so later rules never see it. Open Manage Rules & Alerts, check the order of your rules, and untick "stop processing more rules" on any rule that shouldn't halt the chain. Reordering rules so the most specific run first also helps.
