Why safe mode failing is a bigger clue
Starting Outlook in safe mode (outlook.exe /safe) loads it with all add-ins disabled. If Outlook opens in safe mode but not normally, an add-in is to blame. But if it won't open even in safe mode, you've ruled add-ins out — so the fault sits deeper: a damaged Office installation, a corrupt Outlook data file, a broken mail profile, or an outside program such as antivirus or a firewall interfering at launch.
That narrows things down nicely. Work through the fixes below in order. Your mail on the server (Microsoft 365, Exchange, IMAP, Google Workspace) is safe throughout — where a step could affect data stored only on your PC, we flag it clearly.

How to fix Outlook that won't open in safe mode
For classic Outlook for Windows, in order. Most cases are solved by the repair in step 1 or 2.
- Run an Office Quick Repair, then Online Repair. Go to Control Panel > Programs and Features, select Microsoft 365 / Office, click Change, and choose Quick Repair first (fast, offline, doesn't touch your mail). If Outlook still won't open, run Online Repair — it's more thorough, redownloads and reinstalls Office, and needs an internet connection. This fixes the majority of "won't open at all" cases.
- Create a new mail profile. A broken profile can stop Outlook opening entirely. Go to Control Panel > Mail > Show Profiles > Add, create a fresh profile, re-add your account, and set it as default. For a Microsoft 365 or Outlook.com account the Control Panel dialog can't finish the modern sign-in, so instead hold the Shift key while starting Outlook (or run
outlook.exe /manageprofiles) to reach the profile picker and add the account from Outlook's own sign-in screen. Mail on the server re-downloads automatically — back up any local-only PST archive first (see below). - Repair the data file with scanpst.exe. A corrupt data file can crash Outlook at launch. Close Outlook and run the Inbox Repair Tool, scanpst.exe, usually found at
C:\Program Files\Microsoft Office\root\Office16(or the Program Files (x86) version on a 32-bit install). Point it at your .pst/.ost file and run it — it can take several passes. It's a good idea to let it make a backup when it offers, and to copy your PST somewhere safe first. - Catch an antivirus or firewall conflict with a clean boot. Press Windows key + R, type
msconfigand press Enter. On the General tab choose Selective startup and untick Load startup items; on the Services tab tick Hide all Microsoft services then Disable all, apply and restart. If Outlook now opens, a third-party program (often security software) was blocking it — re-enable services a few at a time to find which, then update or reconfigure that program. - Reinstall Office (if repair won't complete). If Online Repair fails to finish, fully uninstall Microsoft 365 / Office and reinstall it from your Microsoft account. Your mail isn't stored in the Office program, so a clean reinstall doesn't lose server mail — but back up local PSTs first.
Protect your data first
scanpst, profiles and local PSTs — the safe way
Two of the steps above touch data files, so a quick word on staying safe. scanpst.exe repairs your PST/OST in place; it's Microsoft's own tool and generally safe, but on a badly damaged file any repair carries a small risk — so copy your .pst file somewhere safe before you run it and let scanpst make its own backup when it offers. (An OST is only a local cache of a server mailbox, so if an OST won't repair you can safely let Outlook rebuild it — the mail re-downloads.)
A new profile is safe for mailbox mail (it re-downloads from Microsoft 365, Exchange, IMAP or Google Workspace) but not for a local-only PST that lives only on your PC. If you can't open Outlook to check where your data files are, don't guess and don't delete anything — that's precisely the sort of thing we'll confirm for you remotely so nothing is lost.
